What is the significance of random. seed(42) ? It's a pop-culture reference! In Douglas Adams's popular 1979 science-fiction novel The Hitchhiker's Guide to the Galaxy, towards the end of the book, the supercomputer Deep Thought reveals that the answer to the great question of “life, the universe and everything” is 42.
The seed() method is used to initialize the random number generator. The random number generator needs a number to start with (a seed value), to be able to generate a random number. By default the random number generator uses the current system time.
A seed value specifies a particular stream from a set of possible random number streams. When you specify a seed, SAS generates the same set of pseudorandom numbers every time you run the program.
The world's seed appearing on the debug menu would make it easier to share worlds, as a single screenshot could show coordinates, the location of interest, and the seed.
In Java Edition, the player can enter the command /seed to view the world's seed. This command is available in singleplayer worlds even if cheats are off. The player can also select 'Re-create' in the Worlds menu to see the seed. In Bedrock Edition, the seed can be found on the world options screen.
The best Minecraft seeds are:

The set. seed() function sets the starting number used to generate a sequence of random numbers – it ensures that you get the same result if you start with that same seed each time you run the same process. For example, if I use the sample() function immediately after setting a seed, I will always get the same sample.
A random seed (or seed state, or just seed) is a number (or vector) used to initialize a pseudorandom number generator. For a seed to be used in a pseudorandom number generator, it does not need to be random.
What is the ultimate answer to Life universe and everything?
The number 42 is especially significant to fans of science fiction novelist Douglas Adams' “The Hitchhiker's Guide to the Galaxy,” because that number is the answer given by a supercomputer to “the Ultimate Question of Life, the Universe, and Everything.”
@MattWenham choosing a random seed manually means choosing all the "randomly" generated values manually (that's how PRNG works). You're removing some parameter that was supposed to be random, and instead using values that perform best on your data, thus making your final model biased towards the data at hand.
Statistics - How to Use the Random Number Generator in Sampling
Seed function is used to save the state of a random function, so that it can generate same random numbers on multiple executions of the code on the same machine or on different machines (for a specific seed value).
